Hello, I would like to know where and how does someone register call letters for their station?

Not required for internet stations, however there is an organization that is doing it. It remains unclear to me whether or not that actually have the right to assign legitimate call letters to internet stations. http://thenadb.org

So I am assuming that I can choose 4 letters for my station ID and because SAM has an FM broadcast capabilities, I can choose a frequency that is not being used in my area? So I could choose KBOB 93.6 fm if I so desired. I don't want to make all of the jingles and station IDs and such.

Yes, they don't care if the call letters are assigned to someone else, they will re-give them out dozens of times. All they want is your money. Scam.

Call letters are completely unnecessary in Internet radio. The whole point of call letters is for station identification since you cannot easily determine where a signal is coming from. On the internet you can almost always determine where a signal is coming from.

If you want to just start using call letters, feel free, there is no regulating body to stop you.

Make sure a terrestrial station isn't using the call letters you intend to use. Trust me bad things happen to you when you do that... I found out the hard way several years ago.
