Hello. From start to finished, what is the exact process I need to go though to get an online radio station up and running? I am getting SAM Pro and increased my up speed to 3mb.

The technical side is getting a stream server (typically Icecast or Shoutcast) and a streaming encoder.
The Stream server can be installed on the same machine (very untypical setup and only useful for very few listeners at a time) or on a server in a datacenter.
The latter option is the most typical setup and can be further divided into running your own server or simply buying stream capacity from a specialised hosting service. (Spacial is offering this kind of service as well under the brand names Spacialnet and Cheapeststream)
If you make the radio stream public, you must get a license / pay royalties to a number of different agencies (this differs from country to country how much and to whom you have to pay)

Thank you for your help however you mentioned nothing of vibe. Also what is the difference between Spacialnet and Shoutcast, do I need to pay for both of them? I'm working on a shoestring budget and net to cut as much away as I need to be at the bare minimium.

Shoutcast is a server software. You can get the software for free and run it on your server or home computer (if the bandwidth is big enough to serve all your listeners).

Spacialnet is a stream hosting service. They run the stream server, take care of setup, maintenance and provide enough bandwidth to serve your listeners.
That obviously costs money, but you don't need to handle all the configuration stuff yourself and you don't need to run a server your own.

SAM Vibe is an all-in-one service. They provide stream hosting and the playback/encoding/streaming software for the radio DJ in one software package. You upload your songs and can then run your program from the cloud without the need of having a computer running at all.

If SAM Vibe satisfies all your needs, fine.
If you need more flexibility or want to do live shows, this might not be the right solution for you. (For doing live shows you'll need a SAM Broadcaster license in addition and this feature is not yet completed)

I forgot to mention that will be buying SAM Pro on the 1st of May and did I read your post right? SAM Vibe is not completed?

No software is ever completed.
There are a few features that were already announced, but are not yet available. These "yet-to-come-features" include the live broadcasting aspect.
