This is not a Gallery (as in one that automatically expands when more images are available), but a simple list of images.
It's also static HTML. Static means not-changeable here.

The only way to add more images here is to upload the images to your webspace and then add a new img line to your HTML file.

A standalone gallery script with user upload feature can be found here: http://coppermine-gallery.net/
Be aware that allowing users to upload stuff is a huge security risk for someone without any knowledge about websites and server administration.

Why are you so against using MySQL?
99% of all PHP-enabled webspace has MySQL included as well.

These 3 reportedly do not require any database, but use a file based storage for metadata and structure info:
http://www.tinywebgallery.com/en/main.php
http://phpalbum.net/
http://www.ubergallery.net/

I've never used any of these.

There's no need to set ANYTHING at all up for Wordpress. It's got a gallery inlcuded out of the box.
Just the user upload feature is missing from the frontend and you'd have to give each of your VIP users access to the management backend.

Whole sentences would help a lot.
(I assume english is not your native language, but please at least try to say a little more than just 1 or 2 keywords. We don't have magic crystal balls that make us look into your head and see what you were thinking about. I know foreign languages can be hard at times. I'm from Germany and don't speak english as a first language myself)

Please refer to the documentation, demo and/or communities/forums of said scripts for more information. All I can tell you is these scripts will all provide a gallery, are PHP based and open source.

So that my guests can be on there. This is what I'm on about. Now what can I do in order to do that?

Use any gallery script with user upload feature and user sign up feature?
If the gallery scripts or plugins don't look exactly the way you want them to, you have 2 options:
A - Learn programming and HTML/CSS for the design part and modify or build your own (If you're starting from zero, you should consider spending 1-2 months full time or 5-6 months at 2 hr/day to reach a level where you could perform changes to small scripts on your own without breaking stuff)
B - Hire someone to do the modifications for you (30-40 EUR/hr is a common rate for small jobs, 100-200 EUR/hr when hiring a web agency to build a full website from scratch for you)
