I,m running Sams Broadcaster version 4.9.8 It will only load 700 songs My library is over 1000 songs.
How can I load the other 300 into my song list?

This ain't no limitation of the software nor of it's old version.
SAM 4 can easily handle 50,000 tracks in it's library and you can even add them all at once (if you have enough time)

So, is there any changes that can be made in version 4?
My software will load only 700 songs. If you try to load more,
it rejects or will not load anymore into the software.

Does it say anything in the Event Log Window (in SAM) or the EventLog file (in the data folder of SAM, you can get there from the Tools -> Jump To menu)?
What Database backend are you using? Firebird (comes by default with SAM unless you explicitly pick something else and install that other software first)?
If you're on Firebird and are open to the idea of switching, I'd suggest MySQL or MariaDB.

I have 52,000+ songs in ver 4.9.8 if you are not using mysql or mariadb I would suggest switching now.

Very strange. Does the event log mention anything?
Run MyISAMChk to check (and if neccessary repair) your database (See this FAQ entry: viewtopic.php?f=20&t=28106&p=138973#p138973)
