I have been using SAM for YEARS to DJ on Second Life. After a break, I came back, reinstalled and loaded the program. It will not allow me to launch past a certain point because it wants me to use Cloud or something.
Why is this?
What is happening?
Is this a new thing that was implemented during my hiatus?

SAM Broadcaster comes in at least 4 different editions these days and only 2 of them are standalone/for broadcasting to your own Shoutcast/Icecast/whatever servers.

SAMBC Live DJ requires a valid SAM Cloud subscription, but comes free with any such subscription.
It's got all the features of the big SAMBC Pro and Studio version except for the encoders. You're limited to broadcasting to the same server as the Cloud/Web thing provided by Spacial as part of the subscription.

What you're probably looking for is SAM Broadcaster Pro. That is the full-fledged SAM version with all features available. You can use that to broadcast through the SAM Cloud server as well through your own servers or server capacity bought elsewhere.

The other 2 editions are SAMBC Lite, which comes for free with Streamhosting from CheapestStream (and again is limited to only that service) and SAMBC Studio, which is just SAMBC Pro with different license terms for bigger commercial stations.
