I had an online stations years ago and want to get back into it, but I've long gone the use of MP3s, etc. I stream everything now. Is there a way to use streaming services such as Google Play Music, Spotify, etc. through SAM Broadcaster?

Technically, yes. Just play stuff in your favorite streaming media player and make SAM pick up the audio from the What you hear / Stereo Mix soundcard input.
You obviously can't control the player from within SAM or add streamed media into SAM's library.

Licensing is a whole different issue, though: The license agreement of streaming media solutions usually state that sublicensing their music is not allowed.

The stations I'd be under already has their licensing royalties paid annually, so that wouldn't be a problem.

How exactly do I setup to make SAM pick up the audio from the What you hear / Stereo Mix soundcard input?

In the encoder, select the RED button, instead of DSP

You're taming the horse from the wrong side. Royalty licenses available from the major collection bodies only cover music you bought yourself. The streaming services like spotify however don't transfer ownership of the songs to you, but only grant you a non-transferable non-expandable license to listen to their streamed audio or download parts of it for offline playback. That license is very different from the license you get with an MP3 download at iTunes or a CD bought at the local record store.
