I found that when scheduling a recurring blackout that SOS must be stopped and then restarted for the recurring schedule to take effect. Or it may be that changing a blackout schedule from "Once" to "Recurring" requires the restart. But I had a lot of trouble getting recurring blackouts to work until I figured this out.
