My station plays exclusively music from Africa and the French Caribbean. There are over 6,000 tracks written and performed by hundreds of copyright owners and featured artists. Can anyone suggest a licensing service that will pay royalties to the performance rights organizations for these foreign copyright owners and featured artists? (PRONETLicensing covers mostly performance rights organizations for American copyright owners and featured artists.)

If the countries are members of IFPI, they should have cross-licensing agreements with all other members.
That means, your local PRO will forward part of their yearly income to foreign PROs based on the overall distribution. Those PROs will then in turn pay out royalties to their artists according to their own statutes.

If that was not the case, you couldn't play any foreign music at all without first signing a deal with PROs in every nation out there.
