For some reason when I drag new music into my folders it puts the songs all the way on the bottom even though I place them at the top of the list which is where I want them

What folders are we talking here?
Categories in SAM Broadcaster/DJ or actual folders in Windows?

Still, this problem could be related to your database system or it could be a bug in your specific version of SAM Broadcaster, so these are the absolute minimum infos we need to help.

Usually the categories should retain a "manual" sorting whenever you drop a track in between two others until you click the sort button again. (right click, sort, by ...)

just right click within the list, hover over "Sort" and then click what you want to sort them by.
