Nope, SAMBC Lite and Live DJ are free of charge and don't need a license key.
For SAMBC Lite you need to have a stream hosting account at cheapeststream.com and for SAMBC Live DJ you need a valid SAM Cloud subscription.
Both SAMBC Lite and Live DJ will ask you to sign in with your Spacial account when starting up as far as I know. As long as you have an active subscription in that account, the software will work.

Not licensing wise, no.
IIRC SAM Broadcaster Lite doesn't require any license or login.
It's just SAM Broadcaster Pro, but with the Shoutcast and Icecast functionality disabled/not included at all.

So if you want to pay both your current stream hosting and CheapestStream and have the current one unused or relay the CheapestStream stream, that's totally fine.

You can however not use SAM Broadcaster Lite to connect to your stream hosting (if that is not CheapestStream)
